1. Public Commitment
The European Centre for Ethnic Studies (CESPE), as a public research institution under the coordination of the Romanian Academy, respects the principle of gender equality in all its activities. Equal opportunities between women and men are considered a fundamental condition for carrying out research activities, for the proper functioning of the team, and for the credibility of the institution at national and international level. This document is published on the CESPE website and certifies the institution’s compliance with Horizon Europe requirements regarding the existence of a gender equality plan.
2. Resources and Responsibilities
Given the small size of the center (10 employees in research activities, plus two management positions and one auxiliary staff position), responsibility for monitoring compliance with gender equality lies with the institution’s leadership. The Director, together with a designated employee, is responsible for the annual verification of the situation and for reporting it. In this way, it is ensured that the principles of equal opportunities are respected in all internal processes, without the need for complex administrative structures.
3. Data Recording and Monitoring
CESPE, through the human resources officer, holds the necessary data regarding gender distribution among research and administrative staff, which are analyzed and reported annually. This information is used to confirm compliance with the principle of equal opportunities and to maintain institutional transparency. In cases where imbalances are identified, the leadership has the responsibility to signal them and to propose corrective measures proportional to the size of the center.
4. Internal Procedures
- Recruitment and Promotion: The selection and promotion process is based exclusively on competence and merit, without gender discrimination.
- Working Conditions: An equitable working environment is ensured for all employees, including the possibility of telework and flexible schedules, already used by part of the staff.
- Balanced Representation: Efforts are made to ensure balanced involvement of women and men in leadership structures and in the editorial board of Etnosfera, as an expression of respect for equal opportunities.
- Prevention of Discrimination: Clear procedures exist for reporting and resolving cases of discrimination or harassment, with respect for confidentiality and legal norms.
5. Reporting and Transparency
The situation regarding gender equality is evaluated annually and the results are published on the CESPE website. This process guarantees compliance with Horizon Europe requirements and the maintenance of ethical standards in the institution’s activity. Through this approach, CESPE demonstrates that respect for gender equality is integrated into the organizational culture and the functioning of the center.
